Dalow (dalU) is the capital city of Kulpania, situated in the south-west region of the country. It is comprised of sixteen districts, with Dalow City in the centre of the city. Each of these districts has a certain amount of responsibility, but most of the decisions for the city are made by the Dalow Provincial Council (DPC), which has jurisdiction over all areas inside the Independent Province of Dalow.
At the 2016 census, Dalow had a population of 3 487 297, with the central district of Dalow City containing 342 441. Dalow is home to the Kulpan government and its associated groups; the Kulpan government sits in Nation Hall, on Qris Street, Dalow City. Dalow also hosts the headquarters of the National Electric Group (YsirbUrmatIotbeSirela), situated on Divinis Avenue, Dencraten; and the headquarters of the Land Division Committee (Ysirotdicoradia), located on Limibas Street, Lower Paro.
Public transportation in the Independent Province of Dalow is managed by Dalow Transport Services (dalUnItosotir); this includes the Dalow Metro, bus services, and various other related transportation infrastructure. The Dalow Metro system has sixty-five stations, serving all sixteen of the city's districts, but also Shelall in neighbouring Straletor, and Carpent in neighbouring Minletor. The city is served by five of KulpanRail's franchises, with direct services being offered to all of the mainland's most major cities. Although the IPD does not contain any airports, the city has two, Dalow Skiroff Airport in Juttex, and Dalow Airport in Carpent, Minletor. Both of these airports are on the Dalow Metro system, and they are both also served by KulpanRail services, leaving from central train stations, including Stralent.
Historically, the city of Dalow was in the neighbouring provinces of Juttex, Minletor, and Straletor, with southwestern districts being in Straletor, eastern districts being in Minletor, and northwestern districts and Dalow City being in Juttex. The Independent Province of Dalow was formed in 1941, and with it came the formation of the Dalow Provincial Council and the city's own utility companies. This organisation change was mainly due to Juttex's council neglecting many significant historical buildings in the central district of Dalow City, and instead focusing their attention on other projects elsewhere in the province. The 1941 County Change also saw the outlying islands gaining their own county councils, as previously they had been under the jurisdiction of the nearest province on the mainland.
